Government budget decisions impact all citizens, making transparency, public engagement, and oversight crucial. The Open Budget Survey (OBS) is the only independent global assessment of public access, comprehensiveness, and timeliness of central government budget information, opportunities for public participation in each stage of the budget cycle, and the oversight role of institutions. This 2015 report evaluates Sri Lanka’s budget transparency (39/100), public participation (15/100), legislative oversight (37/100) and audit oversight (67/100). The report highlights gaps in budget documentation and offers recommendations for improving transparency, including timely publication of In-Year Reports, producing a Pre-Budget Statement, Citizens Budget, and Mid-Year Review, and establishing effective public engagement mechanisms to ensure that public funds are used effectively and in the public interest.
