In November 2021, the Government released the Budget Estimates and presented the budget speech on the same day. However, there exist inconsistencies across these two documents in the reported numbers on government revenue, expenditure, and deficit, which reduces the credibility of the budget figures and creates uncertainty over what the actual figure is. The difference in the numbers exist despite adding the revenue and expenditure proposals presented in the budget speech annexure III and IV to the budget estimate numbers as it could be that these were new proposals that were brought into the budget after the budget estimates were prepared.
